At the December 1996 meeting of the Assembly, Patricia Grove was
elected Assembly President for the 1996 calendar year. She brings with
her a wealth of experience, not only to the Assembly but to the University
as a whole where she serves as the Cook-Douglass Learning Resource
Center Director.
Pat received her undergraduate education at the University of
Minnesota and Providence College, was granted an EdM in Teaching,
Curriculum and Learning Environments from the Harvard University
Graduate School of Education, and did post-graduate work at the
University of Connecticut. She has been an educator for twenty-nine
years and taught every grade from K through graduate school.
She has served as a faculty member at Providence College and Roger
Williams University and has worked at Temple University. Among her
many achievements at Rutgers, Pat has written a much-acclaimed
parent handbook entitled "So You're the Parents of a First Year
Student: Fear Not This Too Shall Pass." Although written specifically
for RU parents, the handbook has received positive press throughout
the U.S. and has resulted in several guest appearances on radio talk
shows and workshops at other institutions. Pat has also written a
much-used handbook for university faculty on learning disabilities and
attention disorders.
Both Pat and her husband, Walt, were born and raised in New Jersey
but have lived in Pennsylvania, Canada, Minnesota and Rhode Island.
They have three grown children and three grandchildren.

As a regular feature of this year's Administrator, your editor
will keep you informed of the charges given to Assembly committees and updates
on committee progress. Committees welcome your input, so included in this
issue are the names and University numbers of the committee chairs.

Election,
Nominations and Membership: (Chair Gloria A. Meyer NB 2-8944) The committee
will look into an oath of office for officers and delegates as well as
formulating a document formalizing rights and responsibilities of delegates,
officers, chairs and committee members.
Policy & Procedures: (Chair Shawn Rogers NWK 5161) This committee will
continue to work on the reclassification draft and on the Procedures Manual
material; it will also work on the harassment issue.
Salary & Compensation: (Chair Gerald Thomas NB 2-1376) Salary &
Compensation will be examining issues related to sick leave policy, the
Merit Award Program, two-way performance appraisals, and pay for performance
as a potential new standard for salary increases.
Benefits: (Chair Marcia Hansen NB 2-1379) Benefits will be examining
health benefits issues, tax on tuition remission, and the current university
compensation for work-related travel.
Communications & Technology: (Chair Lambert Jackson CAM 6107) Communications
will work on a brochure for new delegates, The Administrator, flyers
advertising Assembly meetings, and a new Assembly logo.
Grievance: (Chair Edith Frankel NWK 5372) The committee will continue to
handle grievances as they arise.

All Assembly eligibles are encouraged to attend meetings and voice their
concerns. The Assembly deliberates on policies and issues that directly
affect all Administrative, Professional, and Supervisory (A/P/S) staff. Of
particular importance this year will be consideration of the future of the
Merit Program and the possibility of future compensation being based
on "pay for performance." The design for this program is only in the
beginning stages, so your input is critical.

At a retirement send-off in Nielson Dining Hall on February 5, many of
Norma Sawyer's friends and colleagues paid tribute to her and to her many
contributions to the Rutgers community, not the least of which were her
multiple involvements with the Administrative Assembly.
Her friend and colleague of many years, Beverly Tarter, presented her with
a plaque at the dinner and subsequently submitted the following for publication
in The Administrator:
"On February 7th, Norma Sawyer spent a full day at the Office of the Graduate
Registrar on Busch Campus. What made this day different from so many others
in the past thirty-five years, was that it was Norma's last day of work at
Rutgers.
"We will all miss Norma's presence. She exemplified the Rutgers spirit
through her conscientious service to students, faculty, and staff. Norma
carried out her work with poise, creativity, and elan. She was a guiding
spirit of the Administrative Assembly through her diverse roles and innovative
leadership. Norma was always available to listen and to help each of us who
needed her unique way of finding solutions to problems.
"We wish her well in the years ahead and know that she will be as involved
with new activities as she was with activities at Rutgers. Congratulations,
Norma!"

On February 4 President Lawrence hosted a reception at his home for the
recipients of the 1996 President's Award for Excellence in Administration.
The winners this year were Marta B. Aizenman, Director of the Cook College
Counseling Center; Sunday DiPalma, Associate Dean of Academic Programs,
Graduate School-Newark; Ruth Ann Koenick, Director of the Sexual Assault
Services and Crime Victim Assistance Office; and Eric D. Nussbaum, Assistant
Athletic Trainer, University Athletics.
In his comments to those gathered, Lawrence said, "Every one of these
individuals has made a real difference in the daily lives of our faculty and
staff, and especially in the lives of the thousands of students with whom
they have come in contact."
This is the 18th year for the awards, which honor outstanding performance,
attention to detail and effective cooperation. A total of 36 nominations were
received from supervisors and co-workers throughout the University, according
to Lambert Jackson, the 1996 Chairman of the Administrative Assembly Awards
Committee.
The Committee presents its recommendations to the President, who makes the
final decision on recipients.

In order for the Assembly constituency to have a firm contact with a person
from each campus, the Assembly
Executive Committee has appointed campus liaisons. This new structure
will facilitate input from APS staf and enable delegates to bring constituent
concerns to the Assembly floor.
