The Bylaws Committee was initially charged with examining the
bylaws of the Assembly and its standing rules to determine ways in which
the meeting structure could be streamlined to reduce the time committment
needed to attend meetings. The committee reported back to the Assembly in
February, 1997 that the principal problem was with "Robert's Rules of Order,"
the parliamentary authority adduced by the bylaws. The committee proposed that
Robert's Rules be replaced by a simpler set of rules to be developed by the
committee. The Assembly directed that the new rules first be prepared and
presented to the Assembly before a vote would be taken on the substitution.
The committee is now charged with preparing a simplified Parliamentary
Authority for the Administrative Assembly of Rutgers, the State University of
New Jersey. This Authority is to be based on Robert's Rules. It is to be
placed in the hands of each delegate then serving at least 30 days prior to
the called-for vote to substitute the new Authority for Robert's Rules. The
Assembly's Parliamentarian has noted that this substitution constitutes an
amendment to the bylaws. It will therefore require passage by a two-thirds
majority vote of delegates present and voting, as well as approval by the
President of the University.
