Election and Membership

The Electionand Membership Committee is one of only two committees named in the Bylaws. (The other is the Executive Committee.) According to those bylaws, the committee is responsible for orienting new delegates (Article III, paragraph 10). The committee is also charged with cooperating with the Division of Personnel to develop a list of all Assembly-eligible employees. (Bylaws, Article IV) This list, which is to be arranged according to major campus (Camden, New Brunswick, Newark), is required by October 1 of each year to determine the number of delegates required for the next Assembly year. In the same Article of the Bylaws, the committee is charged with accepting declarations of candidacy for Assembly seats, up until November 1 of the year. They then must prepare and distribute a ballot for each major campus on which there is a contested delegate election. The ballots must be sent to the constituents by November 10. The Election, Nominations and Membership Committee then counts all ballots received by December 1, and certifies the results to the full Assembly at the December meeting. Article V. of the Bylaws makes the committee responsible for soliciting a slate of candidates for the election of officers for the Assembly and presenting that slate at the November meeting. Election of officers takes place at a special meeting following the adjournment of the regular December meeting. The chair of the Election, Nominations and Membership Committee presides over the election meeting. Members of the committee distribute, collect, and count the ballots for each office in turn, and announce the results prior to the next office election being held. It is standard practice on the Administrative Assembly for the Election, Nominations and Membership Committee to undertake the Secretary's function of maintaining the list of delegates. The committee also nominates replacement delegates to fill the unexpired term of any delegate who, for whatever reason, leaves the Assembly before completing a full three-year term.
