    The meeting was called to order at 12:15 pm


    Pat Grove, President's Announcements:

  • The Assembly extends its sympathies to Rob Toth on his recent loss.
  • Congratulations to Joan Harris for being named "Alum of the Year" for her high school class.
  • HR is investigating long-term health care and it will be offered to PERS recipients in the near future - TIAA already has this option but it is not widely publicized, so most don't know about it.
  • Regarding the union vote: The Assembly wasn't permitted to send email to remind constituents to vote - we could only contact people as one individual to another, but as individuals, we should be talking to co-workers and constituents. If anyone is not sure about their eligibility to vote, they should contact Employee Relations Office - also, HR has a list of people included in the first election on their webpage.

  • Executive Committee Reports

    Charles Olszewski, Corresponding Secretary Report:

    Congratulatory letters, signed by Pat Grove on behalf of the Assembly (on our letterhead) were delivered on February 7th to six individuals who received the President's Award for Excellence in Administration for the Year 2000. The individual award recipients were Ellen Azevedo, Career Services; Linda Bassett, University Relations; Jon Oliver, Office of the Dean (SKILS); George Suliali, Office of the Dean (Rutgers College); Richard Woodland, Financial Aid; and John Harabedian, University Controller's Office. A similar letter, signed by Pat, was send to the Director of Administrative Computing Services because ACS is the first administrative unit to receive a President's Award. The awards were presented at a ceremony in Winant's Hall on Tuesday, February 8th.


    Presidents Office Report

    Sandra Russell, HR Report:

    1. Reported that she and Nancy Winterbauer recently met with our Salary and Compensation Committee to discuss the transit pass, passing sick time on to needy employees, volunteering in public schools, and long-term health care.
    2. Regarding the Election: Ballots were mailed and must be returned before March 6th - HR believes that the names included on the website are accurate and all eligible voters got a letter from their individual Vice Presidents. There were 852 included in this first election.
    3. Pay for Performance: A large mailing went out to just under 2,800 administrative employees who received a folder on PFP. The main points of PFP are:
    1. A permanent increase this year (retro back to last July).
    2. A permanent increase this July, and going forward.
    3. A bonus based on 30% of the total payroll amount.
    4. A reevaluation for people who don't meet the standards now (their increases will be withheld, they will be reevaluated at a later date, and if they meet the standards at that point, will receive between 1-3% (it is being put aside separately for them).

    Doug questioned how the bonus would be divided up? Sandra described the four pools of money (above), but the actual decision of how much money will be made at a higher level, but each V.P. will receive an allocation amount to cover bonuses. Actual allocation amounts will go out to each V.P. next week.

    1. Mercer Survey - Sandra will meet with Nancy Winterbauer to discuss and action will be taken.
    2. Sue asked for a definition of NE vs NL. The easy answer is: NL is overtime exempt while NE is overtime eligible. Sandra prefers to read us the official description at another Assembly meeting.

    3. All Pay-For-Performance evaluations should be concluded by the end of March. Sandra's office will receive all information (through the V.P. level) by May.
    4. Even if a union wins the current election, Pay-For-Performance is here to stay and will continue.

    Sydell stated that constituents have complained that union people are harassing employees during work hours - most of us are receiving unsolicited email from union people. Sandra commented that no one was given access to the University's email list - they have compiled any lists on their own.


    Committee Reports

    Rose Kulp, Salary and Compensation Committee Report:

    Regarding transfer of sick time - other universities have enacted it, but there are numerous legal questions to resolve. Long-term health care will be offered to PERS employees in the near future. Pay time for school volunteers - Sue brought in a newspaper article last month (Rose needs to review it). Transit check program is being implemented by HR and we will hear more information at a later date.


    Announcements:

    If any committee has information that could be used to update our website, please send it to Rob ASAP.

    The Assembly talked about the need to inform our constituents about new information and what we are working on at present. It has become too expensive to send out newsletters and almost everyone has email. Sandra Russell will check into the Assembly having access to University email lists for assembly-eligible individuals.

    The PERS contribution has been reduced from 4.5% to 3% with no changes in the amount going into retirement accounts.
